At the forum, the development partners expressed agreement to support the strategy particularly in the formulation of implementing guidelines for the EO, which should be ready by end May 2007.

Other such forums with more potential donors interested to provide support for SUD are in the pipeline.

EC Delegation Head of Contracts Holger Rommen announced that the EU will provide some partial requirements of the LMP. This announcement by Mr. Rommen refers to a PhP 6.45 million EU support to LMP for a project entitled �Promoting a Nationwide Replication of the Sustainable Upland Development

(SUD) Model through the League of Municipalities of the Philippines (LMP) and its Mayors Development Center (MDC) with subtitle �Institutionalizing Local Government Unit (LGU)-led SUD Model to address poverty and environmental sustainability.

The LMP's tasks under this project include information dissemination, technical assistance for drafting of implementing guidelines for the EO, conduct of consultations with stakeholders, development of SUD materials, operation of website and establishment of an MDC in Davao, among others.

This initial financial support from the EU served to jumpstart MDC�s work for the replication of the SUD Model. Ongoing activities include a national tri-media campaign promoting the SUD Model. Simultaneously, LMP-MDC is exerting serious efforts to generate funds for the continuation of planned SUD replication activities for the long term.
On August 1 2007, the Mayor's Development Centre for Mindanao was established in the UDP Office located as Angliongto Avenue Davao City. It started operations with various trainings and information dissemination campaigns on SUD and other LMP programmes.

In January 2008 the Mayor's Development Center (MDC) in Mindanao moved to University of Southeastern Philippines (USEP) in Davao City, from its earlier location at the Office of the Upland Development Programme (UDP).

Simultaneously MDC Mindanao entered into an agreement with USEP to further bolster its service delivery capacity to LGUs, particularly in the areas of training of local government leaders and officials and to facilitate LGU based research.

The collaboration is mutual beneficial. MDC will have access to enhanced training capacity from USEP faculties and USEP will now have access to an expanded area for its training and research opportunities at LGU level.

Local Government Units (L GUs) are mandated by the Local Government Code (LGC) to sustainably and equally and fairly develop their municipality for the benefit of all its inhabitants and that the Mayor and his/her department heads as well as the Municipal Councils are crucial in achieving these objectives. LGUs, despite these codal provisions, often fail to comply and are unable to come-up with programmes that will realize the objectives for reasons like lack of appreciation of the strategic importance of having a blueprint for development; feeling content with reactionary rather than visionary leadership; and failing sorely in carrying out programs that are truly responsive to local needs and situations. Sixteen years after the LGC of 1991 was enacted, the majority of the municipalities’ physical set-up remains in disarray and conflicting uses of land is prevalent, the forest covers are dwindling and the denudation of the forestlands goes on unabated and poverty incidence is still rising instead of going down, birth rates are on the rise as is unemployment and the quality of education deteriorates too;

To increase LGU capacities to address the above mentioned issues, the MDC is the premier training and research institution of the League of Municipalities in the Philippines (LMP) in the field of local governance whereby Local Chief Executives, their key Officers and the municipal Councils are the prime movers. T he MDC is also the key learning institution for incumbent and incoming municipal mayors and LGU officials and local leaders. It also serves as the research arm of the LMP. The MDC offers learning events where Champion Mayors are taking the lead and experts provide support and it acts as repository of data, information, innovations and documentations of LGUs initiatives and creativity.

On the other hand USEP is a state run university duly recognized by the Commission on Higher Education and member of the Philippines Association of State Universities and Colleges. It is mandated to provide services in the area of Local Governance, being a State University.

Jointly USEP and MDC will further strengthen and enhance local governance through building the capacity and capabilities of crucial local government actors to make them ready to steer and induce sustainable, equal and fair distributed development in their area for the benefit of all its inhabitants.
