Rationale

1. Routine road maintenance minimizes bigger road damage and consequently low repair costs.
2. Barangay roads particularly those in the remote areas are of less priority in MLGU budget for maintenance.
3. With problems of the budget and other resources, barangay road maintenance needs participation among the members of the community.
4. This scheme was developed, refined and tested applicable in the uplands as well as in the lowlands.

Issues and Concerns

1. Rapid deterioration of barangay roads due to the characteristics such as terrain/ topography and climatic conditions
2. Non-involvement of communities in the maintenance of barangay roads.
3. Lack of proper understanding on the importance in maintaining the roads and its effect on their daily activities.
4. Limited resources of the MLGU in terms of maintenance crew, equipment and funds.

Objectives

1. To institutionalize routine road maintenance of barangay roads by the barangay residents.
2. To enhance greater involvement of communities in the administration, operation and development of their respective areas.
3. To provide the methodologies and skills on regular routine road maintenance.
4. To promote a strong collaboration among the provincial Local Government Units (PLGUs), MLGUs and the communities.

1. Drafting and execution of tripartite arrangement among the MLGU, BLGU and barangay associations for road maintenance.

3. Training of road maintenance teams.
4. Preparation of the regular barangay road maintenance plan and budget.
